IS A SECOND HAND OIL PAN OK TO REPLACE A LEAKING ONE? Or would you have to get a new base pan.

A second hand (used) oil pan is fine to replace a leaking one - presuming that the current oil pan has a hole in it or the drain plug no longer seals. Most oil pan leaks come from the gasket area. So as long as the used oil pan matches the one it is replacing their should be no issue. Just be sure to get a new gasket if one is needed and or use the appropriate liquid gasket if that is meant for this type of engine.
